President Kovind approves J&K Reorganisation bill

President Kovind approves J&K Reorganisation billOn 9th August, President Ram Nath Kovind gave his assent (approval) to the J&K Reorganisation bill. This bill will divide two union territories (UT) - Jammu and Kashmir (J&K) and Ladakh.

The two new union territories will come into existence on 31st October 2019.

What are the provisions of the J&K Reorganisation bill?

The UT of Jammu and Kashmir will have a legislature (like Puducherry). On the other hand, Ladakh will be a UT without legislature (like Chandigarh).
 	In both union territories, the Centre will hold authority over key subjects such as law and order.
 	The UT of J&K will have 5 MPs (Member of Parliament) in the Lok Sabha.
 	Ladakh will have one MP and it will be divided into two districts - Kargil and Leh.

The union territory will have a Lieutenant Governor.
 	Its Legislative Assembly will have 107 members which will be increased to 114 later. The current effective strength of the Jammu and Kashmir Assembly is 87.
 	24 Assembly seats will remain vacant as they currently fall under Pakistan-occupied Kashmir (PoK).
 	The Lieutenant Governor may nominate two women members to the Legislative Assembly if, in his opinion, women are “not adequately” represented in the Assembly.

Incidentally, 31st October is also the birth anniversary of Sardar Vallabhbhai Patel, India’s first Home Minister. He played an important role in the joining of about 565 princely States into the Union of India after Independence.
