  • Bi-Monthly Drives: The Supreme Court has ordered all States and Union Territories to launch a program. Every two months, they must search for children without parents (orphaned), abandoned, or surrendered by their parents. These children are usually in child care institutions (CCIs).
  • Identifying Children with Unfit Guardians: The court defines an “unfit guardian.” This term applies to several types of people. They may neglect or refuse to care for a child. Some may use drugs or alcohol. Others might have abused or neglected the child. This category also includes those with criminal records. It covers people needing care themselves. Finally, it includes those with mental health issues.

Emphasizing Collaborative Efforts and Legal Status

  • Teamwork is Key: The court wants people who work in different districts to work together to find and help more children who need families.
  • Children with Undetermined Status: The Chief Justice is concerned about children in CCIs. Many have been there over a year without adoption decisions. The court suggests these kids should be eligible for adoption. This is especially true if they have unfit parents or haven’t seen their parents in a year.

Data Collection and Reporting Requirements

  • Gathering Information: The States and Union Territories need to collect information about children who could be adopted, especially those who have been in CCIs for a long time.
  • Reporting to Authorities: This information about potential children for adoption must be given to the Central Adoption Resource Authority (CARA) Director and the Secretary of the Ministry of Women and Child Development.

3. Finalizing the Adoption

Meeting and Bonding

  • Building a Relationship: Potential parents meet the child, spending time together to establish a bond and determine if they can form a family unit.

Legal Process

  • Official Procedures: Once a match is confirmed and the relationship between the child and prospective parents is solidified, legal steps are taken to officially recognize the adoption. This may involve completing paperwork and attending court sessions.

Becoming a Family

  • Integration into the Family: The child is formally welcomed into the adoptive family, starting a new life as an integral member, supported and cared for like any other family member.
