The Foreign and Defense Ministers of India and the United States met for the fourth time in Washington DC on April 11, 2022, for a 2+2 ministerial dialogue. There have been real and long-term benefits to India’s partnership with the United States throughout the years.

The Logistics Exchange Memorandum of Agreement (LEMOA) is a military agreement that sets out the basic terms, conditions, and procedures for logistical support, supplies, and services.

What is COMCASA?

The Basic Exhchange and Communications Agreement (COMCASA) is a series of agreements that makes it easier for militaries to work together and sell high-tech equipment.

Focus areas of the Ministerial dialogue!

Three “foundational pacts” for deep military cooperation were inked by India and the US, starting in 2016 with an agreement on logistics exchange (LEMOA). This was followed by an agreement on communications compatibility and security (COMCASA) in 2018.

• In the talks, the focus area will be the Indo-Pacific region and India’s neighbourhood.
• The Basic Exchange and Cooperation Agreement (BECA) is also likely to be a focus area. BECA will allow India to use American expertise in geospatial intelligence. It will also help India’s weapon and hardware systems be more efficient.

Significance for India!

Experts believe that the talks between New Delhi and Washington come as China and India are locked in a tense standoff over the Line of Actual Control in Ladakh. In addition,  Donald Trump prepares to run for re-election on November 3rd. Also, the United States is in a delicate political position with China.

Therefore, China’s “aggressive rise” is a “shared interest” for both countries. In spite of the fact that analysts have expressed doubt about the discussions’ positive outcomes due to the fact that they are taking place just prior to the US presidential elections,
