Key points of Education Budget 2022

Finance Minister Nirmala Sitharaman announced the Union Budget 2022 on 1st February 2022. In this budget, we saw a mention of an 11.86% increase in the Education spend allocation. The education budget allocation for 2022 is Rs 1,04,278 crore. There is a rise of Rs 11,054 crore from the previous year.

Many new plans and schemes have been announced for the education sector. And higher allocations have been made in some existing plans.

The Education budget 2022-23 focuses on digital education, digital university, job creation, skill development and more. Digital modes include online classes, online notes that teachers provide to the students. It also includes various applications that help students and teachers. Let us discuss the main key points of the budget.

Key Points of Education Budget

  1. Due to school closure, many children faced learning loss in the past two years. To help those children, “One Class One TV Channel” programme of PM eVIDYA will be expanded from 12 to 200 TV channels. With this states will be able to provide supplementary education upto class 12, in many regional languages.
  2. Digital university will be established to provide access to universal education with personalized learning education at the comfort of homes.
  3. To focus on skill development, Digital Ecosystem for skilling and livelihood- DESH e-portal will be launched. It will help the youth to attain different kinds of skills through online training. Upskilling will open the way for jobs as well.
  4. Digital or E-content in all spoken languages will be provided through internet and digital teachers.
  5. Teachers will be trained to use the digital tools and facilitate better learning outcomes.

Schemes under the Education Budget

1. Samagra Shiksha Abhiyan: It is known as National Education Mission. It is India’s biggest education scheme. The total allocation to this scheme is Rs 37,383 crores. The main aim of this scheme is to increase the literacy rate in India. It believes that everyone has the right to education.

2. Exemplar Schools: These are ideal schools to incorporate the NEP values and mission. One primary and one elementary school’ in each block and ‘one secondary and one senior secondary school in each district will be developed as schools of excellence that are strengthened to provide – a safe and stimulating learning environment. Here a wide range of learning experiences, good physical infrastructure and appropriate resources conducive to learning are available to all students. These were announced in the Budget 2021. This year, these schools have been allocated Rs 1,800 crores.

3. Kendriya Vidyalaya Sangathan: The education budget for KVS has increased this year. This year, budget allocation to the KV Sangathan is Rs 7,650 crores.

4. Navoday Vidyalay Samiti: Navoday Vidyalaya Samiti(NVS) got a budget of Rs 4,115 crores.

5. PM Poshan Scheme: This scheme replaces the mid-day meal scheme with a budget of Rs 10,233 crores. It is a programme for improvement in nutritional outcomes for all children, pregnant women and lactating mothers.

Other policies at higher education level

  1. Five institutions will be recognized as centres of excellence in urban planning. Urban planning means the technical process of designing the land.
  2. AICTE will take the lead in developing curricula for the schools and institutions.
  3. Foreign universities will be allowed to offer programs in science, technology, maths, engineering, financial management and more.
  4. Allocations for central universities, Indian Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) have increased significantly. University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) budgets have been increased too.

Strengthening Teaching-Learning and Results for States (STARS)

STARS project aims to upgrade the capability of six states of Himachal Pradesh, Kerala, Rajasthan, Madhya Pradesh, Maharashtra and Odisha. This project will improve the learning system, strengthen classroom instructions, simplify the communication between teachers and students.
